Zoning Sex Offenders Out of Sight And Treatment

Many states now have laws keeping registered sex offenders from churches, schools and playgrounds.  Marlboro Massachusetts now seeks to join them with a sweeping law that would literally push offenders to the fringes of society.  The Marlboro ordinance zones out almost the whole city except for a small area.  These broad regulations are sweeping across the country.  They have been enacted in more than one hundred municipalities in New Jersey.  Florida has 1000 foot buffer zones which delinaite where sex offenders may live.  The New York Times recently reported taht an Ohio Court recenlty ruled that their state's buffer zones may not be enforced against those offenders lviing in those zones prior to the enactment of the law. 

What everyone seems to so desperately to want is to keep an eye on these offenders.  That's why we have the Sex Offender Registry Board, why we have the classification system and why we have the dissemination of information of sex offenders.  Why then would we want to make the monitoring that much more difficult?  That is the inevitable effect when offenders are pushed away from their family, jobs and support systems. The more they are forced to uproot themselves every time a new law is passed, the less likely they are to seek or remain in treatment.  More importantly, it may be even more difficult to keep track of the very demographic we want to.
